Who was the first to come up with the extra layer thingy.

Is this supposed to be an extra dress. Perhaps, if one dress broke you could use this as a spare?

Perhaps it was just supposed to make your lower tummy look fatter. Or maybe it was just supposed to make your legs appear shorter.
